1. International measurability and comparability of Croatian competitiveness
Since 2002, at the initiative of the Council, Croatia has been
included in the world-ranking list organized by the World Economic
Forum in cooperation with Harvard University, USA. For this purpose,
the Council organizes an annual survey, the «Executive Opinion
Survey» that collects perceptions of managers from over 100 Croatian
companies regarding competitiveness in Croatia.
2. Benchmark analysis of Croatian competitiveness
Croatia's participation in the world competitiveness rankings
enables a separate benchmark analysis of the position of Croatia in
relation to other countries in transition, as well as in relation to
the world and the EU average. This enables the identification of
areas in which Croatia is improving its performance and those that
should be further improved. The results of this analysis are
published annually in the «Global Competitiveness Report: An
Analysis of Croatia».
3. Croatian Annual Competitiveness Report
The publication, published annually by the National Competitiveness
Council, represents a realistic measurement tool for the main areas
of national competitiveness. It provides an objective assessment of
Croatian competitiveness, identifies its strengths and weaknesses in
relation to other countries in transition in the region, and
analyzes their causes. The Report is aimed at the central
government, as well as all its social partners, the wider
professional and the general public, and those institutions that can
influence the Croatian economy's competitiveness.
4. Policy Recommendations
Transition and the structural adaptation of the Croatian economy, as
well as globalization and regionalization trends, require an
evaluation of priority areas for long term strengthening of the
Croatian economy's competitiveness. Therefore, the Council defines
priorities – based on the criteria of urgency and importance – in
solving the problem of Croatian competitiveness. The Council also
recommends a framework for change. In order to accomplish this, the
Council creates expert groups and publishes the results of their
work in a document along with the policy recommendations.
5. Raising the level of awareness and knowledge about competitiveness
The Council is active in professional and other specific events
(meetings, conferences, panels, workshops, etc.) and it organizes
expert discussions and presentations. These activities aim to spread
the message about the importance of competitiveness for sustainable
long-term growth and development of Croatia, achieve better
understanding of the concept of competitiveness and eliminate the
general atmosphere of mistrust between the business world, the
government, the trade unions, academic community, and the media. The
Council initiates targeted research projects and develops
cooperation and partnerships with domestic research and other
academic institutions to spread knowledge about competitiveness.
