Since the members of the Council come from different interest
groups: the economy, the government, trade unions, and science and
education, their cooperation ensures an all-sided discussion of
developmental problems and possible development policies. The work
of the members is founded primarily on common principles and the
mission statement, and less on representing the goals and interest
groups they come from. All the decisions in the Council are made by
consensus. Discussions are based on principles, not functions.
Moreover, the Council has accepted a principle of rotation of its
members, to ensure active participation of all members in the work
of the Council.
