The processes of globalization, transition and the change to a
market economy, as well as the decision and the desire of Croatia to
join the EU, have created entirely new conditions for the Croatian
economy. If Croatia wants to follow economic trends to the 21st
century, it cannot start with a foundation that was already out of
date 20 to 30 years ago. It must begin to create a new development
policy. Such a development policy should create an open, competitive
economy and ensure long-term growth of the economy and living
standards.
The National Competitiveness Council was founded as an answer to the
challenges Croatia faces at the beginning of the 21st century.
